HAKI MAJI  is a program I run on my media Mbeya Highlands FM Radio concerning the rights of public to get clean water.  Haki Maji awas program created out of an idea to tackle a single problem facing the community.
Mbeya Highlands FM  Radio had a show called Kero ya msikilizaji in which listeners call in and text their complaints about society, government and the community in general. Through this show we collected data and found out that 70% of the complaints were about the state of water in Mbeya. We did some thorough investigation and confirmed the complaints were indeed real. Hence we sat down as a radio and came up with a program called Haki Maji to investigate why that problem exists and how we can solve this problem for the community. The program needed extreme funding for the investigation, funding we as a radio did not have, we were advised by other journalists within the region to send our application to Tanzania Media Fund because maybe they can help us run this investigation. Long story short TMF replied, supplying us with grant for the investigative journalism project. With the program we uncovered that water plans are not revealed to the people, they do not participate in water planning, water funding doesn’t even reach its desired areas there were no meetings howsoever to discuss water planning between the people and the local government, we created a platform ‘Live Debate’ whereby 20 Live debates ran live on air where the local government and the people sat together for the first time to discuss water planning schemes and failed schemes in each district within Mbeya.  The program opened up the people to querry on water funding and follow up on water projects and help the local government be closer to the people to discuss how to secure water sources. Within this project 9 wells were built by the people in Mbozi. Mbozi District Director was moved for misuse of funding (2013)  Water committees were formed in Mbeya Rural. Resolved water cases in Mbarali (Utengule –Usangi). And Voices were heard for the first time querying water shortage in Mbeya! While the program was still taking place, we had the joy of the Prime Minister, Minister of Water and a Special Water committee formed within the parliament visit Mbeya. (All these were first time visits for these people) we like to think we caused an uproar because we involved all the MPS of each district to be accountable to their district to answer the question. Where is the funding going?    For the first time for any media, water budgets were retrieved and revealed to the people and were now being discussed. WE changed the mindset of the people from ‘water is supposed to be free to all of us’  to ‘What can we do to ensure our community has clean water’

Access to clean and safe water is great challenge and especially for rural communities. Many Tanzanians living in rural areas cite clean and water supply as their main and top priority in their daily lives.

Mbeya Highland had success pilot project and replicated the idea all across Mbeya aggressively to address the water service delivery its coverage areas. This is from the fact that water is everything in human life.

We did this because we believe that  we are media for the people and we hold the duty  of helping our communities improve their lives  by  ensuring accountability and responsiveness on how the government  is addressing  water supply problems in these communities.

The radio aims at making the government more accountable to the communities they serve and making our community mores responsible for their environment.

Mbeya Highlands Fm Radio with support from Tanzania Media Fund TMF in the pilot project brought about accountability actions mainly in the pilot districts (Chunya, Mbozi and Mbarali).

The Haki Maji  innovative   radio program  created  opportunities for citizens  to monitor rural water supply, challenged local power relations through voice, debate, scrutiny, conducting research and advocacy for policy change that supports accountability.

Mbeya Highland has realized that media can contribute significantly to development in the communities.
Mbeya highland FM  have witnessed through its HAKI MAJI Radio programs where Water committees were  formed , wells  were constructed  water taps were fixed and  water sources  were protected .Mbeya Highland FM aims at  making local government accountable  to the local communities , we have strong reputation in water sector  and we are well known  for or social media presence

 Situation Analysis
Water is essential for human health, social and economic well-being of rural and urban livelihoods. The performances of all key sectors of the economy (agriculture, energy, and industry) as well as emerging sectors (mining, tourism, fisheries) all depend on reliable water supply. Water is central to social and economic growth of Tanzania, particularly for sustainable and secure future for its people (to meet the goals of the National Strategy for Growth and Reduction of Poverty), reliable water supply is a
Prerequisite. When water is scarce all areas are simply impoverished.  Due to failure to practice economic activities lack of water and failure of women and children to practice other tasks due to water scarcity, a lot of time is wasted in searching for healthy water for use.

The ability of Tanzania to manage water resources will result to new opportunities in agriculture, and the greater demand for water for irrigation and hydropower, its lack of leaves rural areas in shambles due to failure to obtain this basic human need.

Haki Maji Is an investigative research project on the state of water in Mbeya. In 2013 Mbeya Highlands Conducted an investigation on the deteriorating state of water in Mbeya’s 3 most water problematic districts, Chunya, Mbarali and Mbozi.  In these districts we discovered that water planning projects and budgets are not communicated to the people from Local Authorities and the state of water was in shambles. The people never question the Local Authorities and the Local Authorities never speak on the matter.

The Relationship between the people of these districts and their local governments was terrible, they had lost trust in them and were now hopeless and desperate and had no idea what to do to get clean water. We as a radio provided a platform for the local authorities and the people to sort out their differences and discuss water planning systems. We discovered that the water budgets were not being followed or communicated to the people. And the water plans written by the district were ghost plans. By conducting live debates we gave the people the opportunity to question the district’s water plans and know their responsibilities as the community in pushing development plans in the community and demanding their right to clean water.

We faced many challenges within the investigative research but they did not hold us back from getting the results were looking for.
